Default Can you send Windows 8.1 upgrade?

I remember in early years, microsoft used to send MS Windows updates on
Cd-Rom for free. Why are we being treated as bank clients when we want
microsoft products?

But times have changed. We are in what is called "Cloud world" and so
everything has to be downloaded.

Even Application software will soon be available to download only. They
think this way piracy is likely to be controlled.

It's not entirely wrong. The fact that Steam, for instance, offers
gamers the opportunity to download games and have them immediately,
rather than buying a CD and then installing it as before. For me, this
solves a problem as keeping the CD in the drive to 'curb piracy' annoyed
me greatly. It's what allowed me to move back to PC gaming from several
years of console exclusivity.

I suspect though, you will only be offered the version of
media corresponding to the original OS purchase. Not the Service Pack
you're looking for. I'm not going to enter my key into this, just
to test it. So if your key was for an 8.0 purchase, they'd probably
send an 8.0 DVD just to annoy you.
