Yes, if the account's been configured correctly.

It's possible, but your ISP may block ports normally used, forcing you to

For example, you could get a Gmail account or a Yahoo! Look in the properties, the name of the SMTP (and POP3) server is in there somewhere. But your ISP may block you. Many ISPs block any use of port 25 (the standard SMTP port) except for accessing their own SMTP server. This is a spam-fighting step.
