Default multipull startup and managment of users problems NEED HELP BAD...

first problem: When I power up the computer windows start to load, then I get
to
the welcome screen, wich should show my users list, but
none are
shown or can be accessed through this windows.
the only way to access the computer is to press
CTRL+ALT+DEL, and
then enter user name and password manualy using the old
login.

second problem: When I View: (right clic)My Computer\manage\local users and
groups\user I see an error massege " There are no
items to
show in this view"

theird problem: When I View: Control Panel\Administrative Tools\Local
Security
Policy\Account Policies (or Local Policies) I see an
error massege "
Windows cannot read template information."

i belive they are all connected and i need some help REALY BAD.....
