Default WINDOWS 8.1

When I had XP, I maintained a copy of the SP3 updates on a CD.

Does Windows put a copy of the 8.1 update in the recovery partition that
is on most hard drives of new computers?

If not how can one obtain a copy of 8.1 for your recovery system on your
computer?

Since Windows must be reinstalled frequently I would hate to go through
a 4 hour download every time I must reinstall Windows.
