Default Site Loads but Won't Run

Windows 10, 64 bit: I have been running a site,
www.worldofcardgames.com, for a long time with no problems. Last week,
a problem started where the site would load, put up a message saying
"initializing user" and go no further. Eventually, I get a message
saying that there was a problem connecting to the server, try again
later. This site runs on my other computer and on my Android tablet.
It will also run on my computer if I start in safe mode. I tried to
run windows restore, but I get a message saying that it could not
complete because it could not access a file. I tried to access the
site again with Kaspersky turned off (no other AV or malware blcokers
running) but it would not run then either. The fact that the site will
run in safe mode suggests something wrong with Windows, but I don't
know where to start to troubleshoot. By the way, I have the same
problem with Chrome, Firefox, Internet Explorer and Edge. So far, this
is the only site where I have a problem. I have contacted the site and
they have suggested some fixes, but none of them worked. The fact that
Windows Restore will not run troubles me, I don't know if these
problems are related. Any suggestions?

It would be helpful if you detailed exactly the steps required to
replicate this behaviour. I tried the site on your behalf and it comes
up in the browser fine, but I don't know whether simply going to that
URL is what you mean by "the site would load"; I got no message about
initializing a user, so maybe you'd done something else? If someone is
to help you I think you should be clearer.

And also "problem connecting to the server": is that the real message?
If you're going to get someone to help you then you need to be precise.

The tester here, couldn't connect to the site. Maybe it's been hacked ?

It's possible an AV can block it. Test with that
URL and see what the site reports as a diagnostic.

So it's possible that the OP's machine lacks some component of Websocket
within Windows? There is a websocket API, I see.
