Can you re install System Restore in any way without
having to reinstall Windows XP?

I found the answer to my problem in a past FAQ.
Click Start then Run enter c:\windows\inf and look for
SR.Inf. If you cannot find it look in SP1 patch/I386.
Right click on sr.inf and click on install. If you cannot
find certain files it calls for again look in sp1 patch
or system32 files.
It worked for me I now have System Restore up and running.
