Default Cannot change accounts

I cannot make any changes to other accounts, even when logged in as an
Administrator, I can get into all admin. and regular accounts but cannot
make any changes to passwords. I tried a few things like creating
a new admin account no luck.

You might try booting into the SAFE mode and see how your control over
the accounts functions. It should help eliminate things like firewall
or anti-whatever that could be hampering things a bit.

The link shows how to get into safe mode on W7 or W8.

I find using the MSCONFIG method easier as I never run into the possible
problem of a motherboard not recognizing a USB keyboard until windows
itself is booted. I have used it on W7 or W8 usually by opening a
command window first but the run method sounds even easier.
