Default Can't set display properties as Administrator equivalent

I am trying to use dual displays on a laptop. It works fine when I'm logged
in as the local PC Administrator. But when I'm logged into Windows Server
2003/ ACtive Directory as a network user, I do not see the settings tab on
the display properties screen, and I can't set up oreven use the dual
monitors. This network user is defined on the local machine as an
Administrator, but obviously does not get all the rights of the
Administrator.

I need to get the dual monitors working, and I can't have this user logging
is as Administrator. I have no problem with her having full Administrator
rights on the laptop.
