Default Caps Lock Key beeping persistence

Running Windows 10 Pro, up to date except for the 2004 update
(waiting for Woody to tell me it's okay to install) on a
months-old HP desktop. I depress the Num Lock key for 5+ seconds
and I am offered the choice to Toggle Keys, I press Yes but the
choice doesn't stick, usually going away when I reboot.

Is there a Registry fix to make the Toggle Keys choice persist?
Since I have nerve numbness problems in my left pinkie, I'm never
sure what key that finger has pressed. I mistakenly press the
Caps Lock often when going for the Shift or Tab or "a" key, so
I'd like to have the beeping every time I press the Caps Lock
key.

Thanks in advance for your help.

yep, I don't use sticky keys or filter keys, but I do like the beep from
toggle keys, never known it to turn off by itself.

You might want to download and use the free Sharpkeys
(https://www.randyrants.com/category/sharpkeys/). Two keys I never want
to use are CapsLock and Insert. They are both keys I might hit
accidentally, so I use Sharpkeys to turn them off permanently. It's a
registry fix for each of them, but it's much easier and safer to do it
with Sharpkeys than with Regedit.

NUM on number keyboard change to Tab makes for one handed easy entry of
numbers Excel
