Default Resize button on Folders disappeared

Double click the band at the top of the window, this should restore it to a
smaller size.

The File Open dialog windows is not the same as an explorer window, it never
has a minimise button, it should only have a help and close button.

I think I've read about this problem before, but I cannot locate the
reference.

When I use any Office or other program to open a folder to locate a file
the
folder opens in full screen mode and does not show any resize button, only
a
miniimze and close button. Can someone give me the tips on how to restore
this button, please?
Thanks!
