Default Psion Modem Card Problem

I've just installed Windows 2000Pro on my Dell Latitude
Laptop. It has 2 PCMCIA card slots.Texas Inst PCI-1225
Cardbus Controller is installed PCI bus0,device3,function0
and function1. I've installed Psion Dacom Gold Card Global
56k+Fax(V.90). Device Manager tells me it's installed on
Cardbus Slot0 with Driver file WINNT\System32
\Drivers\modem.sys Resources is IRQ07 and I/O Range 02F8-
02FF It states there is no conflicts. I've entered the
extra Initialisation Command of ATX0. It says it's on COM3.
Diagnostics tells me the modem failed to respond and check
port settings but I can't see COM3 in Device Manager. The
error log says device failed with error 00000020. I know
the card and connection is working as I've used in another
system. Can anyone suggest what I could look at ?
