Quick Launch Reappears

Every time I startup Windows XP. The Quick Launch toolbar
has been activated and has the size of almost the
complete taskbar. When I close the quick launch and
reboot my machine the Quick Launch is there again in the
same size.

Does anyone knows a solution how to permanently remove
the quick launch toolbar?
