Default Kernel Fault Check - Can't Remove

Every time my PC (XP/SP3) starts, it runs the Kernel Fault Check,
which I'd like to remove as it slows the boot time. I've done a lot
of research and followed the various steps, but it keeps reappearing.

In System / Advanced / Startup and Recovery, the three items under
System Failure are all unchecked and 'Write debugging information' is
set to '(none)'. Error Reporting is set to 'Disable error reporting'.

Is there a tried and true way to get this process to stop?
