Default system32 folder pops up, kelly's fix does not work

Hi, I've seen that a lot of people have had trouble with
the system32 folder popping up upon startup. Well, the
same thing has been happening to me, and it also
sometimes happens when I open Internet Explorer. I tried
the download on Line 260 on http://www.kellys-korner-
xp.com/xp_tweaks.htm, and it did not work, saying
the "expected registry value" could not be found. Any
suggestions? Thanks.
