Some people think you can do a binary test: disable half, retest,
disable the other half, retest, and which fails then half that set of
startup programs and repeat the binary test mode. Problem is that a
problematic program could be conflicting with another program so you end
up with 2, or more, of them exhibiting the problem. Use msconfig.exe to
disable all startup programs (and any non-Microsoft services) and
reenable them one-at-a-time to retest. When the problem reappears, it
was the just reenabled program that is the culprit.

sfc and dism found nothing.

Disabling all start up didn't help.

I tried disabling all services, but promptly lost
remote contact, which I should have know better.
So, ...

In msconfig.exe under the General tab, did you select "Diagnostic
startup"? I thought that was the same as starting in safe mode (which
you says does not exhibit the problem). If that works, try "selective
startup" mode in msconfig and deselect all subitems. If that works, use
"selective mode" again and only enable "Load system services".
