Default taskbar and Start button all messed

My taskbar is all messed up!: My Start button is not
a "button"
anymore, it's a green bar. That horizontal bar that goes
from the left
to the right side of my desktop with just the windows
logo on the left
side. If I click on it the start menu appears.
My taskbar is just a blue blue bar with no links at all,
below the
green bar. Yes, I have already gone to the taskbar
properties and
tried to have the quick launch show and everything else
too, but
nothing comes up! I tried dragging to see if anything
was "hidden"
somewhere but nothing. To the right of the task bar, is
it a lighter
blue area, the only links that appear there are the date
and part of a
link...
In addition, if I go to the display link on the control
panel of if I
do a right click on the desktop and click on property,
nothing
happens! That's just as strange!
This problem started about 2-3 weeks ago. I did
a "restore" going back
a month but didn't help either...
I tried setting up a new user. Under that new user,
everything looks
fine.

Anybody can help with that?....please...

you could simply put all the stuff you nee, important

stuff into a new folder, then copy and paste that folder
in to you new user account. this is probably the best
stress free way to do it.
