Default XP startup issue

I have teo questions:

1-Whenever I start XP Pro, a windows explorer window
opens with the path c:\windows\system32. No big deal,
since I can just close the window, but I'm wondering what
causes it.

2-How can I create shortcuts without XP inserting the
phrase "Shortcut to..." in the name of the shortcut?
