Display in Control Panel will not open at all

Could someone please tell me what to do about my Display or right click on
mouse in desktop will not open my properties, so I can change my desktop and
screensaver????? I have tried safe mode....I have tried the tab thing....I
don't know what is wrong...Please if anyone knows email me at
ks.

Try the Control Panel\Display. if it doesn't open, check other control panel
settings, if more than one don't open, check the Run registry keys and
delete suspicious unrecognizable values: Start\Run\regedit\ and path to
follow on the registry hives:
HKEY_(check all Run keys in
Local_Machine|Current_user|Users)\Software\Microso ft\Windows\CurrentVersion\
Run

Also Start\Run\msconfig\Startup\look for non-system and unknown processes to
disable a possible malware.

Also scan the system with antivirus, antispyware and antitrojan programs
because there's a possibility your computer may be infected with a malware
or virus that may have enabled policies that disabled the control panel or
restrict your administrative account. Also install Adaware SE Personal,
Spybot Search & Destroy, CWShredder, and The Cleaner.

To enable normal control panel operation, look in both Current_User and
Local_Machine hives for some value that restricts the control panel settings
in: HKEY_CURRENT_USER or
LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVe rsion\Policies\Explorer.
Look for keys or values that refer to disable control panel or control panel
settings and delete or disable values with a 0 if they are enabled with a 1.

Click Start, Run and type:

regsvr32 themeui.dll
regsvr32 /i shell32.dll

See if you're able to open Display Control Panel.
