How do I move a toolbar using only arrow keys?

To the great gurus in the Microsoft discussion group...

I have a Windows XP SP 2 Pro. I have added two toolbars to the
taskbar. These are basically just links to folders containing my own
shortcuts. My taskbar is 3 rows high and I have sometimes been able to
position these toolbars on top of each other. After reinstalling my
Windows, I have been trying to position them like that again by
dragging them with the mouse. However, it seems that the toolbars just
do not want to move to the places I would like them in.

So I came to think about it, is it possible to relocate a toolbar
using just arrowkeys?

You can't. See To drag by using MouseKeys below. Try small icons in Quick
Launch and see what happens.

Right click the Taskbar | Select Lock the taskbar to unlock it | Right click
an empty area of the Quick Launch area and select View | Select Small icons

*View will not appear in the menu if the Taskbar is locked.

To drag by using MouseKeys
1 If you have not already done so, turn on MouseKeys.
2 To turn on MouseKeys, open Accessibility Options, click the Mouse tab,
and then select the Use MouseKeys check box.

Use the buttons on the numeric keypad to drag and drop objects. If MouseKeys
doesn't function, press NUM LOCK, and then try MouseKeys again.
* To move the pointer over the object you want to move or over the area you
want to move to, press the arrow keys on your numeric keypad.
* To hold down the mouse button, press the INSERT key on your numeric
keypad.
* To release the mouse button, press the DELETE key on your numeric keypad.
Notes

* To open Accessibility Options, click Start, point to Settings, click
Control Panel, and then double-click Accessibility Options.
* To specify whether NUM LOCK must be on or off for MouseKeys to function,
on the Mouse tab, click Settings, and then for Use MouseKeys when NumLock
is, click On or Off.
* To change the pointer speed and acceleration when using MouseKeys, on the
Mouse tab, click Settings, and then move the sliders to adjust the pointer
speed and acceleration.
* To temporarily increase or decrease the pointer speed, on the Mouse tab,
click Settings, and then select the Hold down Ctrl to speed up and Shift to
slow down check box.
