2) Is it true that Verizon will no longer let people read pop mail or
send smtp mail from out of the USA? I was told that by a guy who
usually knows, and the first few times I tried, I coudlnt' do either
(except using webmail.) But something happened -- maybe I fiddled
with some eudora program files -- and now I can send and receive?

Why not talk to Verizon support and get the story from them ?

When you're using email you should be using encrypted ports in
any case. Not plaintext ports where the password travels
in the open. Your Verizon information sheet (has the particulars
of the IP addresses you're supposed to connect to), should
be offering encrypted ports.

One reason for not accepting connections outside of your
"geographic norm", is on the assumption the account
has been hacked. If I make a purchase of software from
a German company, who is using a European payment processor,
my credit card company blocks the transaction. It's normal
for "surveillance" software at large companies, to use
geographical information about your habits.

Any site can restrict which IP addresses connect to them. I remember
trying to watch some video at the BBC web site but they rejected my
access. IP addresses are allocated geographically: you get yours from
someone's IP pool. There are sites that can somewhat locate you via
geolocation. You enter your IP address and they lookup the region where
that IP address is allocated (from which pool it is allocated). Some
sites restrict access via geolocation. If outside the areas they grant
access, you don't get in.

As mentioned in another of my reply's, routing is not dynamic. Could be
a hop (host) in the route between wherever you are to Verizon's server
is unresponsive, down, or too busy and refuses more connections. Do a
traceroute between you and the server to make sure you have a live route
between you and them.
