Can't Shut Down. Please Somebody help me.....

Hi, I'm Ryan.
I have some questions and need help.

I've installed the WinXP Pro on my PC. The problrm is, i can no longer able
to shut down my PC, just like the Win9x. It can't turn the power off.
It only showed "it's now safe to turn off your computer", and, that's all.
It' really annoying.

My PC is quite old:
m/b ABIT BX 6 v.2
Pentium III 450Mhz
320Mb SDRAM PC133
30 Gb ATA 100 7200 rpm Maxtor
GEforce 4 Ti 4200
Sound Blaster Live!Value
Creative CDROM 48x

Please somebody tell me what's going on?
