Default Do Intel Core 2 Q8200 speed throttles (e.g., underclocks when idled/not heavily used)?

I'm almost certain that lower speed can be achieved
but it most likely a function of the motherboard and
bios.

One PC I have will drop it lower and overclock
the CPU when its needed automatically if enabled
in the BIOS.
