No sure if I created this myself (reading other replies), but I have found a link to 'Control Panel' in the 'Start Menu' Folder 'Windows System' (right at the bottom Under 'W'. Right. And if you go to the original shortcut (in ~\AppData\Roaming\Microsoft\Windows\Start Menu\Programs) you can set your own hotkey, because Windows Creators has killed the keyboard shortcut on the WIN+X menu.
