Internet Explorer 6.0 toolbars

I customize my toolbars in IE 6.0 to "no text labels"
and "no icons" and it's all ok, but if I turn off my
computer then re-start it the seetings go back to what
they previously were with the big icons and all the
labels. This happens everytime I start my computer after
the changes. How can I fix this?
