When trying to open programs I recieve this message:
there is not enough free memory to run this program.
Quit one or more programs and try again. I have no
additional programs open and can't even access the
control panel.

Have you run a formal virus scan with updated definitions?
That is a primary symptom of a virus infection.

There may be many reasons for this Willie,
You may have less than 512mb and have checked the option to load the core
windows in Ram. Check that you have enough Ram before starting the program,
if you are using a Win32 program, you may be out or Ram (Ctrl+Alt+Del) to
check it. If you don't have enough and have no programs open, it may be
windows which forgot to unload the previous data from the memory. (Use
utilities such as Rambooster[ created by a young eastern eu. guy, freely
downloadable at download.com.com] or Tweakxp to remove unused memory from
the ram.
If you are using an MSDOS based program, you haven't enough conventional
memory and should increase it(in the settings).
Hope this help,
Pascal.
