Default Getting extended delay at login

I have several XP Pro (SP2) desktops logging into a Win2k3 server. For
various reasons this site has a dial-up connection to the internet. If
for any reason the dial up connection is not connected the login on the
workstations takes 3 - 4 minutes. A message appears that says "Applying
Computer Settings", then it goes to a blank blue screen and just sits
there. If the internet connection is up, it logs in just fine. How can I
stop this from happening?
