internet log on problems

I am running Windows Xp with service pack 2, and IE6, I have 5 users on my PC 2 of us can get onto the net using 'internet explorer' the other 3 cannot, it states a problem has occurred. I've tried creating a new account user but that too will not let me access the net? I've tried to go back using restore points but my computer freezes, I've tried downloading IE7 and IE8 but that states 'access denied' Can someone please help me. Regards Colt
