can windows restore desktop arrangements?

Default can windows restore desktop arrangements?

I have a 2 - monitor system. there's a funny quirk with this particular
video card (radeon 9200) that happens when I boot XP with monitor 2 shut
off. Windows cancels my "2-monitor" setting and all my (zillions!) desktop
icons & shortcuts are migrated back to monitor #1, of course re-arranged so
my meticulous arrangements are lost.

Is there any way I can "freeze" (memorize) and restore a 2-monitor desktop
arrangement. Is it only a function of the system restore? or 3-rd party
utilities?

oddly enough this didn't happen with my last computer (had a Matrox dual);
may be a flaw of the radeon 9200.

Google for "restore desktop" had lots of returns.
I have used a third-party program from
http://www.softwarium.com/ called Restore Desktop. It is
simple and works well, don't know about whether it handles 2
monitors.
