They never stopped. They're working on component parts. The OS is modular. You don't tell a couple thousand people to stop work, while you do some navel gazing. People work on component parts, and then they pick what stuff is "in or out" in the next release. This is an example of a component. An executive makes the call, as to whether this is "in or out" on the new OS. The little people never stopped working on it. The executive has to decide whether the tech is mature, whether it's promising, whether it fits.
