Default IE vs activex and 128 bit encryption

I have a system that is running XP home with IE 6.01 that
just started acting up. When going to secure sites, on-
line banking and the like, I get a message saying that i
need 128 bit encryption installed. Well, I was on that
site a week prior and I KNOW that I have it installed, so
why the odd message now? At other sites I get a message
saying that the security on ActiveX is set to 'high' and I
will go and set it to 'medium' or 'low' and I still get
the same message. I tried reverting the system back a
couple of weeks in case someone installed some software on
this box that would be causing problems, but I still see
the same messages.(this box is used by everyone in the
house) Caveates: Norton Works and Antivrus just
installed, but everything was fine for a week after that,
now Antivirus won't even after an unistall/reinstall.
