Default page file usage stays on 170MB

Why my systems's page file usage stays on 170MB when i see it in task
manager, which is making my system slow.
I have installed the patch for blaster worm.

How much memory is in the system ??
Page file usage depends on the amount of real ram
and the load of applications that are running.

I would expect XP on 128 meg to alway be swapping
(that is, using pagefile).
This system is running at just under 500 meg in use right now
and all that is running besides XP itself are OExpress, a web
page authoring package, a cmd prompt, local MSDN library,
and a ton and a half of open IE windows in about a dozen IE
processes (these are the memory hogs).
If I killed all of the IE processes this system would still be
at slightly over 256 megs in use.
