Default Talking Computer

My roommate has two Macintosh computers who "Talk" to her. This is not a case
where she has created .wav files and programmed her computer to speak a
certain thing with a certain pop up or "Alert."All she did was click to
choose her computers voice and enabled it. After that, they said all sorts of
stuff. They tell her the time. They tell her when something needs her
attention. They are even polite about it. For example, if she leaves AOL on
for too long, her computer says "Excuse me. AOL needs your attention." When
her printer runs out of paper, her computer tells her then proceeds to tell
her how to fix the problem. I want my Windows XP computer to do the same
thing. I have written to other chat groups and gotten nowhere. Help.

Thanks
